Wiki Page: Wiki link to his history in the movies here! (Including Civil War spoilers.) Since we don't know much about Sam's background prior to the military in the movie, if possible I'd like to fill that in with a few things from his comic history. Namely, that Sam grew up in Harlem and his father was a minister who was murdered trying to stop a fight. This was one of the factors that lead to him enlisting in the military and choosing to go the pararescue route, to save lives.
Canon: Marvel Cinematic Universe
Entry Point From Canon: post Captain America: Civil War, after breaking out of the Raft
Media Type: Movie

Powers/Abilities/Skills: Wiki link here, but in general Sam is a superpower-less human in top shape thanks to being a pararescueman and hanging around with a bunch of superheroes while using one of these.

Heroic/Villainous/Neutral: I would definitely place Sam on the heroic side! He was a pararescueman in the military, a branch which includes a training process with an 80-90% attrition rate and a motto of "That Others May Live," which shows his dedication to helping people. He probably slid a little bit back towards neutrality when he retired, given the circumstances that made him leave the military, but he eventually found his footing again and began working to help other veterans cope with their trauma and adjust to life out of combat. And all of that was before he became an actual superhero. For the most part, the canon seems to place him on the hero side as well - except maybe recently.

There's a definite division as of Civil War, and although neither side is painted as villainous, Sam technically falls on the side of the lawbreakers. It's also not his first time going up against a government organization that is believed to be corrupt. Still, he did all of that out of a desire to help other people. A large part of Sam is externally motivated, from his time in the military to working through survivor's guilt and helping others work through their trauma to helping Steve search for his back from the dead best friend, to becoming an Avenger and even his actions in Civil War. Sam's always done whatever he needed to in order to do what he believed was the right thing.

Over all Sam is pretty firmly entrenched in the hero side of the scale, but I think it would be interesting to test that. He's had it tested before and had to work through some of his own issues before trying to help others with theirs, and he's usually bounced back into being a hero, but it'd be fun to see if this continues to hold. It'll also be interesting to explore him coming to terms with the fact that he's technically a criminal and wanted fugitive, despite that he still thinks he did the right thing, especially as he interacts with people from other worlds. He's been open to the idea of being a hero without necessarily following the law - or the government's orders - before, and I think it'd be fun to explore where that might take him as he's able to get different view points.

Mentor/Journeyman/Rookie: I'd put Sam at a mentor! Sam's been a hero in a number of different senses of the word, from a soldier who protects and saves other soldiers, to working with traumatized veterans at the VA, to helping Steve on the sidelines, to being a full-fledged Avenger. He's had a hell of a long journey to get where he is, and he's worked hard to make himself better both physically, mentally, and emotionally. Although he's more than capable - and usually pretty happy - to learn more, he is very much a mentor. He's worked through his own shit to a point where even as he's still working on himself, he tries to guide others through theirs. Even while learning the superhero ropes from Steve back when he first got involved, Sam was still checking in with Steve, asking him what made him happy or trying to get him to find some place to call home. Sam relates to people easily, and he's comfortable not only speaking his mind and offering guidance, but doing it both on a large scale and individually.

Which Area(s) Of The City Interest You For Your Character?
City of Sorcery/City of Nightmares: In Sam's canon there's not a lot of actual magic, despite every other bit of weirdness going on, and even that can mostly be explained by technology so advanced it looks like magic. Especially where Sam's concerned. I'd love to have him faced with some actual magic or supernatural occurrences, and see how he can roll with that. Especially if it's used against him or on him somehow.
City of Romance: Romance isn't exactly a priority in Sam's life, and honestly he's not really looking for it. Sam'd always figured that he needed to get his own issues sorted through before he could focus on anyone else, especially romantically, and between helping in the hunt for Bucky and becoming an Avenger, he hasn't had a lot of time to even think about romance. It'd be fun to have him confronted with that.
City of Shadows: I think this is the kind of place that Sam might be drawn to eventually, feeling he can help on both a physical level and - if he's feeling particularly up for a challenge - trying help inspire hope. Whether or not he ends up with any kind of success in that, it'd be interesting to see him try.
