History: Wiki link to Sam's history in the movies is here! His back story has been filled in with a few things from his comic history. Namely, that Sam grew up in Harlem, always had an affinity for birds, has a brother named Gideon and a sister named Sarah, and his father was a minister who was murdered trying to stop a fight. This was one of the factors that lead to him enlisting in the military when he was eighteen and choosing to go the pararescue route - at first to have somewhere to channel the anger he felt around the murder, and then to save lives.

Sam came in a little over a month before his first arena, and got to spend some time in the Capitol itself. It didn’t take him long to learn that there was some kind of rebellion, not only from the Tributes pulled from other worlds, but from part of Panem itself called District 13. Through the friends he started making, he also learned the location of several blind spots throughout the Capitol that were the only places free from constant surveillance, as well as anonymous hacked posts that let people communicate in secret over the network.
His first arena took place on a space station, and he was determined to make it a giant screw you to the Capitol. He refused to kill anyone, set up an infirmary with Bruce Banner, and even decorated for Christmas and delivered presents when the arena continued into the holiday. The presents were all make shift weapons and first aid stuff, but still. Eventually he got bitten while taking out a zombie and got into a fight with a viking that proved fatal for both of them.
It messed with him a lot when he woke back up in the Capitol perfectly fine, but he went right back into getting more involved in the rebellion. He ran into someone from District 13 - this world’s version of Bucky Barnes - on a mission in the Capitol. After he helped him down from a panic attack, he learned that District 13 was trying to sneak the Tributes out of the Capitol when they could, but they had to go slow. Sam continued to utilize the blind spots both to keep people up to date about rebellion things and to give them a private place to talk about their issues. The Capitol started reporting on his various “dates” and Sam went with it, figuring it was as good of a cover as any.
In his next arena, Sam focused on making it look good - on being entertaining enough that the Capitol would bring him back, and on trying to make sure his friends survived so that one of them might win and not have to go through another arena. The Capitol’s ability to mess with their heads for entertainment got even more personal, including luring him into a trap using Riley’s voice.
When some of his friends didn’t come back after that arena, Sam took the loss hard. He went full force into the rebellion, connecting people who were involved in one aspect or another and even bringing in a Capitolite who had rebellion sympathies and wanted to get involved. He ran with the Capitol painting him as a player and did everything he could to keep them focused on his mess of a love life, because as long as they thought he bought into their shit, they wouldn’t look at him and his rebellious activities too closely. When the offworlders found information that the Capitol had built a weapon meant to destroy District 13, Sam was a part of the mission to take it out. They were successful, but two of Sam’s closest friends - and rebellion leaders - were captured.
His last arena came and went with more of the same, the Capitol messing with them as much as they could both for entertainment and to punish those who’d been caught. After, Sam and the Bucky from his world stumbled on the Bucky from Panem in the middle of trying to kill a Capitolite who had been one of those involved in the death of the Steve Rogers of Panem. They managed to talk Bucky down from his killing spree, but their covers were basically blown, and they had to escape to District 13.
Sam settled into District 13, training and going on missions and starting to run support groups for the soldiers there. He grew closer to the Bucky of Panem and the two began a relationship - which didn’t get complicated at all, considering they were from different worlds and the Bucky from Sam’s world had become one of his best friends. The rebellion grew, until Sam co-starred in a propaganda film organized by Bucky and launched at the crowning of the last arena, followed by an assault on the trains taking the Tributes on a tour of the District that officially started the war.
The war quickly got messy, with the Capitol forcing the Tributes it still held to fight on their side, often through really brutal means. Sam also didn’t trust the leadership of District 13 - especially President Coin - and made little attempt to hide that. But he continued to fight, both because by now he felt like this was his war, too, and because of Bucky. Some time in the middle of the war, Sam was shot down by the Capitol on a mission and captured.
The Capitol hijacked his mind to heighten his mistrust of District 13 and twist his loyalties to the the Capitol, in addition to using cybernetic enhancements to turn him into a more effective soldier for the Capitol’s cause. Eventually, Sam was allowed on missions for the Capitol’s side. He successfully completed his first one, but he was rescued by Bucky on his second one. The Capitol had underestimated how much he hung onto his loyalty to Bucky and to his family, even if Sam no longer trusted District 13 - or much of anyone else.
When there was an eventual coup against the leadership of District 13 over President Coin’s manipulations and gambits to stay in power, Sam sure as hell participated. When the chance to go back to his world came, Sam chose to stay to finish the war, despite that it was probably the only chance to go back he’d get. With everything that’d happened, Sam considered Panem - and the people in it - his home.
During the last push of the war, Bucky helped Sam break into a facility where his two brothers - not biological, but Sam considers them family all the same - were being held. They broke free, but Bucky was captured. Sam continued on in the battle, but was soon forced to turn back from the fighting - and admittedly, his focus wasn’t in it. Leaving Bucky behind is something that Sam’s determined to never do again, and he went back in to rescue him as soon as he could.
With the war over, it became about figuring out how to rebuild their lives without the rebellion.
Personality: How Sam presents himself tends to vary slightly, depending on the circumstances and how much focus Sam is putting on how he comes across. By necessity, Sam being a friend is different from Sam leading a group at the VA, which is different from Sam the soldier or Sam as the Falcon. Whether it was tending to injured soldiers who may not be at their best or reaching out to veterans with various levels of trauma, Sam has to be very aware of how he's being perceived at the moment, and do what he can to alter it to best suit the current situation.
This means that Sam has had a lot of practice keeping his head and remaining calm in some very stressful, and very dangerous, situations. As a military man he's had to keep his wits enough to provide medical attention to soldiers under far less than ideal circumstances, and working as a counselor for the VA has taught him to remain calm and collected during things like breakdowns and flashbacks. Sam's the kind of guy who rolls with the punches, and it takes a lot to visibly throw him. Case in point, a superhero and a spy show up on his doorstep dirty and bloody, tell him everyone they know is trying to kill them, and his response is to let them in and cook them breakfast. Even if he did feel the need to add a few snarky comments.
One of the things that generally always shows through is his sense of humor. Sam is snarky and sarcastic - and at times casually self-deprecating - no matter what may be happening. He quips over commlinks in the middle of battles, drops one liners and lighthearted questions in the middle of serious conversations, and uses humor to diffuse the tension in a room. He'll hassle and tease and poke at just about anyone - even national icons or deadly assassins. If sometimes those comments dip into flirting territory, well, he's almost as equal opportunity there as he is about teasing. Sam can definitely be charming, and his levelheaded compassion and casual acceptance can make him come across as a very likeable guy.
A large part of Sam is externally motivated, in that a vast majority of his life has been devoted to what other people need. He went the pararescue route after enlisting in the military, which is far from an easy branch to join, and their motto is "That Others May Live." It's a motto that sticks with Sam even after he "got out," made obvious by the fact that he became a counselor for other veterans, and even by getting back in when Captain America needed help. His focus is nearly always on other people, whether it be patching them back up physically, helping them cope with their issues and disconnect with the world, or having their back in a massive gunfight.
That's not to say he completely overlooks himself, however. He knows very well that to help people sort their shit out, you have to have your own shit sorted first. He's not always the best at it - he's human like anyone else, and a former soldier to boot. He has his own demons to face, his own struggles with survivor's guilt and feeling out of place in the world. Sam has his good days and his bad days, but he's at the point where his good days are a lot more numerous than his bad. For the most part, he's confident in himself and his own abilities. He's practical, he knows his limitations and isn't above commenting on them, though he does occasionally try to push them. Sam's never afraid to make his own opinions known, to make it clear when he has a problem with something or to stand up for himself.
In general, Sam is a very good judge of character. He usually knows when to push someone and when to take a step back, and he isn't afraid to ask the hard questions, though he doesn't expect anyone to have all the answers. He's also not afraid to point out the difficult potential truths, even if someone might not want to hear them. He's easily able to relate to people, usually able to find some point of commonality, though obviously that's easier with his fellow soldiers. When Sam believes in someone, he does so completely, and he can be fiercely loyal. It's less of a blind faith and more of a confidence that someone worth his trust is worth it absolutely, and he doesn't have to worry about their motivations - though he's not above questioning their plans, even if ultimately he'll damn near always stick with them. Once Sam's on someone's side, there's very little he wouldn't do for them.
Sam's time in The Games has changed him quite a lot. He'd barely decided to come out of retirement when he was shoved right back into a messy war, and one that he at first had no personal stake in other than staying alive and getting back home. Participating in three arenas got him used to constantly fighting to stay alive, to shooting first and asking questions later. Killing someone means less when there's a pretty good chance you're gonna be sitting in a bar having a drink with them after the arena's end, and he learned quickly that it was more about keeping people entertained than anything else.
By now, Sam's used to pretenses, to hiding what he really means in cryptic conversation and using covers and subterfuge. It's second nature for him to keep interactions surface level in public or with people he doesn't know, and he's gotten very good at leading a double life and trying to keep people's focus only on the "secrets" he wants them to see. When Sam came to the Games, he hadn't tested the skills he'd learned after Riley's death - but now he's seen enough of his friends die that he's had to, and he found himself relying more on his support system of people than anything else.
On top of all of that is the Capitol brainwashing and experimentation. Sam's done a very good job of not processing any of it and focusing on winning the war, on just getting stable enough to be trusted to complete missions. He hasn't come to terms with what it means for him in the long run, with what his future's going to be like, or even with how he's changed. He can keep up appearances, but the foundation he'd built for himself is far from stable.
Sam struggles with trusting anyone these days - especially himself. He's killed more people than he can count, both out of a conscious choice and while under the Capitol's control, and he has no problem killing again to protect the people he loves. He knows that he still hasn't sorted out what's going on in his head, that he doesn't have a full idea of the things he can do, and that lends itself very easily to paranoia.

• empathetic connection with birds - Sam is able to mentally link with birds which enables him to see through their eyes as well as exchange basic emotions, ideas, and pictures. It's not a true telepathy, nor can he control them, but he can communicate with them effectively enough to gather information from them or just socialize.
